Under general direction from the Dean of Student Wellness and Support Services, the Director of Student Health Services plays a crucial role in fostering a healthy and supportive campus environment by overseeing the Student Health Services Center and the Personal Counseling Department. This leadership position is responsible for developing and implementing programs that promote physical and mental well-being, ensuring the overall health and safety of the student body. The position manages the operations of the Student Health Services Center, Personal Counseling Department, and oversees the clinical and administrative operations of the area.



EXAMPLE OF DUTIES:

  1. Directs the day-to-day work of faculty, classified and hourly staff to provide a variety of clinical services to students.
  2. Ensures the completion of the Program Review and Student Learning Outcome (SLO) assessment for the Student Health Services Department and the Personal Counseling Department to measure the effectiveness of teaching strategies in health-related workshops.
  3. Develops policies and guidelines to address communicable disease outbreaks that impact District staff and students.
  4. Develops clinical protocols to ensure compliance with federal, state, county and local medical standards and to provide a safe environment for students.
  5. Analyzes departmental operations to ensure the departments are operating within budgetary limits, and to determine the financial effectiveness of departmental services for the District and the students.
  6. Actively participates in and supports the college's participatory governance components, activities and other collaborative processes. Serves on College committees as assigned.
  7. Ensures that medical certifications for hourly and full-time clinical staff are current, in order to comply with the Medical Board of California for the proper licensing of physician, nurses, and allied health care professionals.
  8. Organizes Student Health Services activities such as, but not limited to, flu clinics, health and wellness events, health fairs, sexual violence awareness events, and information sessions.
  9. Assists in developing long-term planning objectives for the Student Health Services Department.
  10. Evaluates the needs of the Student Health Services department.
  11. Assesses individual student health conditions during crisis intervention to determine whether the clinical staff of the Student Health Center can treat a student, or if the Personal Counseling Department, in conjunction with a lead psychologist, should handle the case, or if the student needs to be referred to another clinical institution.
  12. Evaluates the performance of assigned staff to assess individual performance, recommend developmental practices, and ensure proper departmental operations.
  13. Directs the development and implementation of electronic medical/health record systems.
  14. Directly manage all aspects of employee lifecycle including recruitment, transfers, suspensions, layoffs, recalls, promotions, terminations, task assignments, performance evaluations, rewards, disciplinary actions, and grievance resolution, ensuring adherence to organizational policies and legal requirements.
  15. Performs related duties as assigned.





MINIMUM QUALIFIATIONS:

EDUCATION AND EXPERIENCE:
1. A valid, current California License as a registered nurse, and either of the following:
  • a Master's Degree in nursing and a California Public Health Nurse Certificate;
OR
  • a Bachelor's degree in nursing, a California Public Health Nurse certificate, and a master's degree in health education, sociology, psychology, counseling, health care administration, public health, or community health.
2. Two years of experience as a Registered Nurse in a health care center or facility with a minimum of one year working in a lead capacity.

PERFERRED QUALIFICATIONS:
  • At least one year of supervisory or management experience in a health care center or facility.

KNOWLEDGE, SKILLS AND ABILITIES - May be representative, but not all-inclusive, of those knowledge, skills and abilities commonly associated with this position.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Mandated reporting protocols for medical health situations
  • Enterprise Resources Management (ERP) software; general office software and equipment to develop reports, manage expenditures, aggregate data, and communicate with various constituents
  • Use budget development and budget management techniques to ensure the departments under responsibility have adequate funding to purchase medical equipment/supplies and continue providing student health activities and services.
  • Demonstrated sensitive to and understand the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.
  • Devise methods to collect and analyze departmental data to project funding needs, staffing needs, and to determine the influence that departmental operations have on student success.
  • Apply knowledge of the principles, terminology, practices, procedures, and techniques related to crisis intervention, communicable diseases, physical and mental health conditions, and medication to screen, assess, diagnose, and provide clinical treatment for student health conditions and situations.
  • Apply knowledge of state and national standards for the proper licensing for allied health care professionals, and physicians to ensure staff are compliant.
  • Develop clinical protocols for the Student Health Center that comply with state and federal regulations that govern the practice of medicine within community colleges and that are also sensitive to needs of the District's student population.
  • Maintain up to date with local, state, and federal regulations that impact student health services.
  • Develop and maintain collegiate relationships with District staff, health agencies, community college health services organizations, and members of the community.
  • Use the District's assessment tools to determine departmental strengths, weaknesses, areas for improvement, and the impact that departmental operations have on student success.
  • Act as an advocate for the District with county, state, and federal agencies to increase access to health services for students.
  • Adequately staffs the Student Health Services Department by adhering to the District's policies governing the employment of hourly employees.
  • Analyze employee performance, develop employee performance evaluations, and devise strategies to successfully address employee performance issues.
